RESPONSIBILITIES OF YOUTH

Mr. Chancellor, Ladies and Gentlemen, When I was approached by the Vice Chancellor with a request to deliver the Convocation Address, I made it clear to him that There were so many calls on me that I could not possibly prepare a formal Convocation Address on an academic level with regard to the great subjects with which University Deals, such as arts, history, philosophy, science, law and so on. I did, however, promise to Say a few words to the students on this occasion, and it is in fulfillment of that promise That I will address you now

جناب چانسلر ، خواتین و حضرات جب وائس چانسلر نے مجھ سے درخواست کی کہ میں کانووکیشن (جلسہ تقسیم اسناد) کے موقع پر خطاب کروں، تو میں نے انہیں صاف بتادیا کہ مجھ پر اتنی زیادہ ذمہ داریاں ہیں کہ میں یونیورسٹی میں زیر بحث عظیم مضامین جیسے کہ فنون تاریخ، فلسفہ، سائنس، قانون و غیر و پر علمی سطح کا باضابطہ خطاب تیار کرنے کے قابل نہیں ہوں۔ تاہم، میں نے وعدہ کیا تھا کہ اس موقع پر طلباء سے چند باتیں ضرور کروں گا، اور اب میں اس وعدے کی تکمیل کے لیے آپ سے خطاب کر رہا ہوں۔

First of all, let me thank the

Vice-Chancellor for the flattering terms in

which he Referred to me. Mr. Vice-Chancellor, whatever I am, and whatever I have been able to do, I have done it merely as a measure of duty which is incumbent upon every Mussalman to Serve his people honestly and selflessly

سب سے پہلے، مجھے وائس چانسلر کا شکر یہ ادا کرنے دیجئے جنہوں نے میرے بارے میں نہایت تعریف و توصیف سے بھر پور الفاظ استعمال کیے۔ جناب وائس چانسلر، جو کچھ  بھی ہوں، اور جو کچھ بھی میں کرنے کے قابل ہوا ہوں، وہ میں نے محض اپنے فرض کے طور پر انجام دیا ہے۔ ایسا فرض جو ہر مسلمان ہے لازم ہے کہ وہ اپنے لوگوں کی ایمانداری اور بے لوث پن  کے ساتھ خدمت کرے۔

In addressing you I am not here speaking to you as Head of the .3 State, but as a friend, And as one who has always held you in affection. Many of you have today got your Diplomas and degrees and I congratulate you. Just as you have won the laurels in your University and qualified yourselves, so I wish you all success in the wider and larger World that you will enter. Many of you have come to the end of your scholastic career And stand at the threshold of life. Unlike your predecessors, you fortunately leave this University to enter life under a sovereign, Independent State of your own. It is necessary that you and your other Fellow students fully understand the implications of the Revolutionary change that took place on the birth of Pakistan. We have broken the shackles of slavery; we are Now a free people. Our State is our own State. Our Government is our own Government, Of the people, responsible to the people of the State and working for the good of the State. Freedom, however, does not mean license. It does not mean that you can now Behave just as you please and do what you like, irrespective of the interests of other People or of the State. A great responsibility rests on you and, on the contrary, now more Than ever, it is necessary for us to work as a united and disciplined nation. What is now Required of us all is constructive spirit and not the militant spirit of the days when we were fighting for our freedom. It is far more difficult to construct than to have a militant Spirit for the attainment of freedom. It is easier to go to jail or fight for freedom than to Run a Government. Let me tell you something of the difficulties that we have overcome and of the dangers that still lie ahead. Thwarted in their desire to prevent the establishment of Pakistan, our enemies turned their attention to finding ways and means to weaken and destroy us. Thus, hardly had the new State come into being when came the Punjab and Delhi holocaust. mercilessly butchered Thousands of men, women and children were millions  were uprooted from their homes. Over fifty lakhs of these arrived in the Punjab within a matter of weeks. The care and rehabilitation of these unfortunate refugees, stricken in body and in soul have presented problems, which might well-established State. But those of our enemies who had hoped to kill Pakistan at its very inception by these means were disappointed. Not only has Pakistan survived the shock of that upheaval, but also it has emerged stronger, more chastened and better equipped than ever

جب میں آپ سے مخاطب ہوں تو میں بطور سر براہ مملکت نہیں بلکہ ایک دوست کی حیثیت سے بات کر رہا ہوں، ایک ایسے شخص کی حیثیت سے جس نے ہمیشہ آپ کے لیے محبت اور خلوص کے جذبات رکھے ہیں۔ آپ میں سے بہت سے طلبہ نے آج اپنی ڈگریاں اور اسناد حاصل کی ہیں ، اور میں آپ سب کو اس کا میابی پر مبارکباد پیش کرتا ہوں۔ جس طرح آپ نے یو نیورسٹی میں کا میابی حاصل کی ہے اور خود کو اہل ثابت کیا ہے، اسی طرح میں دعا گو ہوں کہ آپ آنے والی وسیع اور حقیقی زندگی میں بھی کامیابی حاصل کریں۔ آپ میں سے بہت سے لوگ اپنے تعلیمی سفر کے اختتام  پر پہنچ چکے ہیں اور اب عملی زندگی کے دروازے پر کھڑے ہیں۔ اپنے پیش روؤں کے بر عکس، خوش قسمتی سے آپ اس یو نیورسٹی سے ایک آزاد اور خود مختار ریاست میں قدم رکھ رہے ہیں۔ ضروری ہے کہ آپ اور آپ کے دوسرے ساتھی طلبہ اس انقلابی تبدیلی کے تقاضوں کو پوری طرح سمجھیں جو پاکستان کے قیام کے ساتھ رونما ہوئی۔ ہم غلامی کی زنجیروں کو توڑ چکے ہیں ! اب ہم ایک آزاد قوم ہیں۔ ہماری ریاست ہماری اپنی ہے۔ ہماری حکومت ہماری اپنی ہے، عوام کی ہے، عوام کے سامنے جواب دہ ہے اور ریاست کی بھلائی کے لیے کام کر رہی ہے۔ تاہم آزادی کا مطلب لامحدود آزادی یا بے لگامی نہیں۔ اس کا مطلب یہ نہیں کہ آپ اب جو چاہیں کریں، بغیر اس کے کہ دوسروں یار یاست کے مفاد کا خیال رکھیں۔ آپ پر ایک بڑی ذمہ داری عائد ہوتی ہے، بلکہ اب پہلے سے بڑھ کر ضروری ہے کہ ہم ایک متحد اور منظم قوم کی طرح کام کریں۔ اب ہم سب سے جو تقاضا ہے وہ تعمیری جذبہ ہے نہ کہ وہ جنگجوانہ  جذبہ جو ہم نے آزادی کی جدوجہد کے دوران اپنایا تھا۔ کسی حکومت کو چلانا، تعمیر کرناکسی  جد وجہد کے دوران جیل جانایا قربانیاں دینا جتنا آسان نہیں ہوتا۔

آئے  میں آپ کو کچھ ان مشکلات کے بارے میں بتاؤں جن پر ہم قابو پاچکے ہیں۔ اور ان خطرات کے بارے میں بھی جو ابھی باقی  ہیں۔ جب دشمن پاکستان کے قیام کو روکنے میں ناکام ہو گئے تو انہوں نے ہمیں کمزور اور تباہ کرنے کے نئے راستے تلاش کیے۔ چنانچہ جیسے ہی تیاریاست وجود میں آئی ۔ پنجاب اور دہلی میں میں قتل وغارت گری کا سلسلہ شروع ہو گیا۔ ہزاروں مرد، عورتیں اور بچے بے دردی سے قتل کر دیے گئے اور لاکھوں لوگ اپنے گھروں سے بے دخل کر دیے گئے۔ صرف چند ہفتوں میں پچاس لاکھ سے زائد مہاجرین پنجاب میں پہنچ گئے۔

ان پر نصیب مہاجرین کی جسمانی و ذہنی بحالی اور دیکھ بھال ایک ایسا مسئلہ تھا جس سے کوئی مستحکم ریاست بھی ہل کر رہ جاتی۔ مگر ہمارے دشمن جو یہ امید رکھتے تھے کہ وہ پاکستان کو اس کے آغازہی میں ختم کر دیں گے ان کی امیدیں خاک میں مل گئیں۔ پاکستان نہ صرف اس آزمائش میں زندہ رہا بلکہ پہلے سے زیادہ مضبوط، سنجیدہ اور بہتر طور پر تیار ہو کر ابھرا۔

There followed in rapid succession other difficulties, Such as withholding by India of our cash balances, of our Share of military equipment and lately, the institution of An almost complete economic blockade of your Province. I have no doubt that all right-thinking men in The Indian Dominion deplore these happenings and I am sure the attitude of the mind That has been responsible for them will change, but it is essential that you should take Note of these developments. They stress the importance of continued vigilance on our Part... Your main occupation should be in fairness to yourselves, in fairness to your Parents and indeed in fairness to the State, to devote your attention solely to your Studies. It is only thus that you can equip yourselves for the battle of life that lies ahead of You. Only thus will you be an asset and a source of strength and of pride to your State. Only thus, can you assist it in solving the great social and economic problems that Confront it and enable it to reach its destined goal among the most progressive and Strongest nations of the world.

اس کے فوراً بعد ہمیں یکے بعد دیگرے کئی مشکلات کا سامنا کر نا پڑا جیسے کہ ہندوستان کی جانب سے ہمارے مالی اثاثوں کی رقم روک لینا، ہماری فوجی ساز و سامان میں حصہ نہ دینا اور حال ہی میں ہمارے ایک صوبے کا اکثر یا مکمل اقتصادی محاصرہ کر لینا۔ مجھے کوئی شک نہیں کہ بھارتی ڈومینین کے تمام نیک نیت اور سمجھدار لوگ ان واقعات پر افسوس کرتے ہوں گے ، اور مجھے یقین ہے کہ وہ ذہنیت جو ان اقدامات کی ذمہ دار ہے ، بدل جائے گی۔ لیکن یہ نہایت ضروری ہے کہ آپ ان حالات پر نظر رکھیں یہ تمام واقعات اس بات کی اہمیت کو اجا گر کرتے ہیں کہ ہمیں مسلسل چوکنا رہنا ہو گا آپ کی سب سے بڑی رامہ دار کی اپنے ساتھ انصاف کرتے ہوئے ، اپنے والدین کے ساتھ انصاف کرتے ہوئے اور اپنی ریاست کے ساتھ انصاف کرتے ہوئے یہ ہونی چاہیے کہ آپ اپنی توجہ مکمل طور پر اپنی تعلیم پر مرکوز رکھیں۔ صرف اسی صورت میں آپ خود کو عملی زندگی کی جنگ کے لیے تیار کر سکتے ہیں جو آپ کے سامنے ہے۔ صرف اسی طرح آپ اپنی ریاست کے لیے فخر اور طاقت کا ذریعہ بن سکتے ہیں۔ اور صرف اسی طرح آپ اسے ان بڑے معاشی اور سماجی مسائل کے حل میں مدد دے سکتے ہیں جن کا اسے سامنا ہے، اور اسے دنیا کی ترقی یافتہ اور طاقتور ترین قوموں میں شامل ہونے کے اپنے مقدر کے مقام تک پہنچا سکتے ہیں۔

5. My young friends, I would, therefore, like to tell you a few points about which you should be vigilant and beware. Firstly, beware of the fifth columnists among ourselves. Secondly, guard against and weed out selfish people who only wish to exploit you so that they may swim. Thirdly, learn to judge who are really true and really

honest and unselfish servants of the State who wish to serve the people with heart and soul and support them....

میرے نوجوان دوستوں

میں اس موقع پر آپ کو چند باتیں پانا چاہوں گا جن کے بارے میں آپ کو ہو شیار اور خبر دار رہنا چاہیے۔ سب سے پہلی بات یہ کہ اپنے در میان موجود خفیہ دشمن  (ایسے عناصر جو دشمن کے لیے خفیہ طور پر کام کرتے ہیں) سے ہوشیار رہیں۔ دوسری بات : ایسے خود غرض لوگوں سے بچیں اور ان کا صفایا کریں جو صرف آپ کا استعمال کرنا چاہتے ہیں تا کہ خود فائدہ حاصل کر سکیں۔ تیسری بات سیکھیں کہ کون لوگ واقعی ہے ،ایماندارا ور بے لوث ریاست کے خادم ہیں وہ جو دل و جان سے عوام کی خدمت کرنا چاہتے ہیں۔ اور پھر ان کی حمایت کریں۔

6. There is another matter that I would like to refer to. My young friends, hitherto, you have been following the rut. You get your degrees and when you are thrown out of this University in thousands, all that you think and hanker for is Government service. As your Vice-Chancellor has rightly stated the main object of the old system of education and the system of Government existing, hitherto, was really to have well-trained, well-equipped clerks. Of course, some of them went higher and found their level, but thewhole idea was to get well-qualified clerks. Civil Service was mainly staffed by the Britons and the Indian element was introduced later on and it went up progressively Well, the whole principle was to create a mentality, a psychology, and a state of mind that an average man, when he passed his B.A. or M.A. was to look for some job in Government. If he had it, he thought he had reached his height I know and you all know what has been really the result of this. Our experience has shown that an M.A. earns less than a taxi driver, and most of the so-called Government servants are living in a more miserable manner than many menial servants who are employed by well to do people.

ایک اور اہم بات ہے جس کی طرف میں آپ کی توجہ دلانا چاہتا ہوں۔ میرے نوجوان دوستو، اب تک آپ ایک طے شدہ ڈگر پر چلتے آرہے ہیں۔ آپ ڈگریاں حاصل کرتے ہیں، اور جب آپ ہزاروں کی تعداد میں یونیورسٹی سے فارغ ہوتے ہیں، تو آپ کی ساری سوچ اور خواہش صرف سرکاری نوکری تک محدود ہوتی ہے۔ جیسا کہ آپ کے وائس چانسلر نے بالکل درست کہا، پرانے نظام تعلیم اور حکومت کا اصل مقصد یہ تھا کہ اچھے تربیت یافتہ اور اہل کلرک تیار کیے جائیں۔ انبیا ان میں سے کچھ آگے بڑھ گئے اور بہتر مقام حاصل کیا، لیکن بنیادی تصور یہی تھا کہ اعلی تعلیم یافتہ کلرک پیدا کیے جائیں۔ سول سروس پر زیادہ تر انگریز قابض تھے اور ہندوستانی عناصر کو بعد میں رفتہ رفتہ شامل کیا گیا۔ مقصد ایک خاص ذہنیت ، سوچ ، اور طرز فکر پیدا کرنا تھا۔ ایسی ذہنیت کہ ایک عام شخص جب بی اے یا ایم اے کر لے تو بس یہی سمجھے کہ اب سرکاری ملازمت ہی اس کی آخری منزل ہے۔ میں جانتا ہوں، اور آپ بھی جانتے ہیں، کہ اس سوچ کا نتیجہ کیا نکلا۔ ہمارا تجربہ یہ آمدنی ایک ٹیکسی ڈرائیور سے بھی کم ہے ، اور زیادہ تر سرکاری ملازمین کی زندگی ان گھریلو ملازموں سے بھی بد تر ہے جو خوشحال لوگوں کے ہاں کام کرتے ہیں۔۔

7. Government cannot absorb thousand impossible. But in the competition to get Government service most of you will be demoralized.Government can take only a certain number and the rest cannot settle down to anything else and being disgruntled are always ready to be exploited by persons who have their own axes to grind. Now I

want that you must divert your mind, your attention, your aims and ambition to other channels and other avenues and fields that are open to you and will increasingly become

so. There is no shame in doing manual work and labour. There is an immense scope in technical education for we want technically qualified people very badly. You can learn banking, commerce, trade, law, etc., which provide so many opportunities now. Already you find that new industries are being started, new banks, new insurance companies, new commercial firms are opening and they will grow as you go on. Now these are avenues and fields open to you. Think of them and divert your attention to them, and believe me, you will there benefit yourselves more than by merely going in for Government service and remaining there, in what I should say, a circle of clerkship, working there from morning till evening, in most dingy and uncomfortable conditions. You will be far more happy and far more- prosperous with far more opportunities to rise if you take to commerce and industry and will thus be helping not only yourselves but also your State. I can give you one instance. I know a young man who was in Government service. Four years ago he went into a banking corporation on two hundred rupees, because he had studied the subject of banking and today he is Manager in one of their firms and drawing fifteen hundred rupees a month in just four years. These are the opportunities to have and I do impress upon you now to think in these terms ... 

حکومت ہزاروں لوگوں کو ملازمت نہیں دے سکتی۔ یہ ناممکن ہے۔ لیکن سرکاری ملازمت کے حصول کی دوڑ میں آپ میں سے اکثر مایوسی کا شکار ہو جاتے ہیں۔ حکومت صرف ایک محدود تعداد کو ہی ملازمت دے سکتی ہے ، باقی لوگ کسی اور کام میں دل نہیں لگاتے ، اور جب وہ ناخوش ہوتے ہیں تو وہ آسانی سے ان لوگوں کے ہاتھوں استعمال ہو جاتے ہیں جو اپنے ذاتی مفادات کے لیے دوسروں کو استعمال کرتے ہیں۔ اب میں چاہتا ہوں کہ آپ اپنی سوچ، توجہ ، مقاصد اور امنگوں کو دوسرے راستوں، دوسرے میدانوں اور مواقع کی طرف موڑیں ایسے مواقع جو آپ کے لیے موجود ہیں اور آئندہ اور بھی زیادہ کھلیں گے۔ محنت کرنے میں کوئی شرم کی بات نہیں۔ ہنر مند تعلیم کے میدان میں بے حد گنجائش ہے، کیونکہ ہمیں ہنر یافتہ لوگ بہت شدت سے درکار ہیں۔ آپ بینکاری، تجارت، کاروبار ، قانون وغیرہ سیکھ سکتے ہیں۔ یہ سب ایسے شعبے ہیں جو آج بہت سی راہیں کھول چکے ہیں۔ آپ پہلے ہی دیکھ رہے ہیں کہ نئی صنعتیں قائم ہو رہی ہیں ، نئے بینک، نئی انشورنس کمپنیاں، نئی تجارتی فر میں کھل رہی ہیں۔ اور یہ سب وقت کے ساتھ بڑھتے جائیں گے۔ یہ وہ راستے ہیں جو آپ کے لیے کھلے ہیں۔ ان پر غور کریں، ان کی طرف توجہ دیں اور یقین کریں کہ ان میں آپ کو وہ فائدہ حاصل ہو گا جو محض سرکاری ملازمت کے حصول سے ممکن نہیں۔ ورنہ آپ ایک کلرک کی سی محدود زندگی گزاریں گے جہاں آپ صبح سے شام تک غیر آرام دہ، تنگ و تاریک ماحول میں کام کرتے رہیں گے ۔ اگر آپ تجارت اور صنعت کی طرف آئیں گے تو آپ نہ صرف زیادہ خوشحال ہوں گے ، بلکہ آپ کے پاس ترقی کے مواقع بھی کہیں زیادہ ہوں گے اور اس سے آپ نہ صرف خود کو فائدہ پہنچائیں گے بلکہ اپنی ریاست کی بھی خدمت کریں گے۔ میں آپ کو ایک مثال دیتا ہوں : میں ایک نوجوان کو جانتا ہوں جو پہلے سرکاری ملازمت میں تھا۔ چار سال پہلے وہ ایک بینکاری ادارے میں دو سو روپے ماہانہ پر گیا کیونکہ اس نے بینکاری کا علم حاصل کیا تھا اور آج وہ اسی ادارے میں مینیجر ہے اور پندرہ سو روپے ماہانہ کمارہا ہے۔ یہ ہیں وہ مواقع جنہیں حاصل کیا جا سکتا ہے اور میں آپ پر زور دیتا ہوں کہ اب آپ ان چیزوں پر سوچیں۔
